विषय : गंगा संरक्षक और विख्यात लेखक डॉ. भरत झुञ्झुंवाला और उनकी पत्नी पर हमले के संदर्भ मे !

ज्ञात हो कि प्रसिद्ध लेखक और गंगा संरक्षक डॉ. भरत झुञ्झुंवाला और उनकी पत्नी पर  कल  २२ जून २०१२ कि सुबह  कुछ लोगो ने घर मे घुस कर मार पीट की और जान से मारने की धमकी भी दी। जैसा की हम जानते हैं की डॉ भरत लंबे समय से गंगा के संरक्षण के लिए सरकार और उद्यमियो से बात कर रहे हैं और बांध बनाने का विरोध कर रहे हैं। 

कल कुछ ठेकेदार व स्थानीय लोग जो बांध का समर्थन कर रहे हैं उनके घर मे जबरन घुस गए और उनके व उनकी पत्नी के साथ मारपीट की। यह उनके मानवाधिकारों का हनन है,  अतः आयोग से गुजारिश है की एक दल वहा भेज मामले की जांच करे और डॉ. भरत को तुरंत सुरक्षा प्रदान की जाए। जिससे उनकी और उनके परिवार को सुरक्षा मिल सके ।

RESOLUTION LETTER TO PRIME MINISTER after National Conference in Lucknow

Honorable Prime Minister,

The Prime Minister's council on Climate Change announced in 2008 the need for India to formulate a National Action Plan on Climate Change. The core of this Plan comprises eight National Missions. The implementation of the Plan would depend on 'institutional mechanisms suited for effective delivery of each individual Mission's objective and include public - private partnership and civil society actions'. As a part of this initiative, the Ministry of Environment asked all State Governments to prepare State-level action plans.

With the blessings of many eminent Scientists and social workers of volunteer’s organizations Bhartiyam Science Society, Manoyog, Save Ganga Save Heritage, a solution-focused National Workshop was arranged by at Lucknow on 28^th and 29^th October 2011.  The motto is to focus on climate change issues in Gangetic river basin. We invite all experts of valuable talent pool of professionals who are interested and are able in putting together a detailed action plan (one that is technically, logistically, financially, and scientifically sound) along with alternate models for making Ganges and her tributaries free-flowing, clean and natural.

Categorized our sessions into following seven thematic areas for drawing the action plan, were categories:

I.      Ganges Greenhouse Gas Inventory
II.     Climate variability and climate change projections in Ganges River basin
III.    Impact on Forests in Gangetic region
IV.    Impact on Agricultural Sector 

V.     Impact of Climate Change on Water Resources 

VI.    Socio-economic Vulnerability and Adaptive Capacity Assessment: An Analysis

VII.   Mitigation options in energy sector

The following resolutions were adopted during conference:

·         Take action by ordering immediate stoppage to industrial and urban wastes into Ganges River.

·         Enforce a suspension on all new Hydro projects in Ganges river basin.

·         Review the NGBRA committee and ensure the integrated approach socio-scientists as a part.

·         Facilitates an open and transparent review of the research projects and results.

·         Undertake a social, human rights and environmental impact assessment of all Hydro projects being presently operated and planned on Ganges River.

·         Declare Uttrakhand and Ganges basin (part of Uttrakhand) as eco fertile area.

·         To ensure involvement and empowerment of the traditional Purohits and residents on banks of Ganga to make clean Ganga and regular financial support to traditional Purohits and Ganga sewa volunteers.

·         The above seven themes should be adopted in Ganga Action Plan.

To fulfill the above mentioned goals the voluntary organizations do contribute their efforts but without financial support from the government, it is not possible to fulfill the gigantic work.

The above mentioned organizations, their members and associates along with the common men will feel obliged to know your good office response on the above issues. Please let us know, if we could help in any way to save Ganges Heritage.

Honorable Prime Minister ji,

Shri Rajeev Gandhi as Prime Minister of India in sorrowful atmosphere of country gave a heeling touch by declaring that he will initiate action to clean Maa Ganga in his first address to the Nation on TV. The Government provided funds.

Now, we congratulate you for taking great and historical decision to declare Ganges as National River and founding NGBRA under your supervision with eminent personalities from scientific as well as civil society.

We express our concern about declining the water quality and river flow in Ganges River as well as policy and planning for cleaning the Maa Ganga. The massive flow of industrial influents, urban waste as well as illegal mining into Ganges in different locations declining the water flow as well as quality. In destroying water quality and flow in river the mining activity will also impact significantly on the people’s right to access to water and livelihood.

    

The bio-diversity of river, it’s eco system as well as flow of the water of Ganges river is getting affected due to Illegal mining activities at the banks and into Ganges river. I would like to throw some light by an illustration, as heart works for flow of blood into human body and kidney purify that blood, in same manner; sands also work as heart and kidney for river body. It absorbs the heavy metals and purifies the water and it’s establishes it’s inflow. Due to illegal sand mining fishes and other aquatic species are likely to invisible from river which leads to the cause of increasing toxicity level of river water. Increased toxicity level and low flow in river would be the violation of human rights to food and water, as they will lose the access to the resources that sustain their major source of livelihood – agriculture.

Evictions to accommodate dams and industrialization will not only lead to irreversible environmental devastation and social upheaval – they will destroy a precious cultural heritage. The area like Valley of flowers and Nanda Devi reserve bio-sphere has been recommended to UNESCO as a threatened World Heritage Site on basis of unique bio-diversity and ecosystems, known as Ganges Valley Civilization, over 10,000 years old. The loss of these sites outweighs the comparably short term profits of sand mining being conducted without adequate environmental and social safeguards.    

We are supporting the steps taken by you in founding NGBRA and provide sufficient fund to researchers and policy makers but there is lack of accountability of these research programmes. The desired GAP I & II results were miss due to lack of involvement of those who are living on banks of river i.e, common men and implementation of policy on grass root level. The results of GAP I & II  revealed that, there is a need of implementation at gross root levels by involving common men and making the committees more favorable to common men feelings. 

Many international and national climate change research claim degradation in ground water as well as water resources in 2035’s and 2085’s in India so, we should rethink and renovate the river basin planning. Since Ganges river basin is one of the largest river basin in India, so we need special planning and secure more involvement of Climate Change scientist, traditional protectors, devotees and well known administrators of integrity into NGBRA committee.    

As a state party to International Covenant on Economic, Social and Cultural Rights, India, is duty-bound under international law to respect and protect human rights and environment. In the light of these obligations we are concerned about the massive expansion of illegal mining, industrial and urban effluents in Ganges River.

We therefore request you to:

·         Immediate action for stoppage of industrial and urban wastes into Ganges River.

·         Enforce a suspension on all new Hydro projects in Ganges river basin.

·         Review the NGBRA committee and ensure for inclusion of the climate change scientists as well social working organizations in the field as a part.

·         Facilitates an open and transparent review of the research projects and results.

·         Undertake a social, human rights and environmental impact assessment of all Hydro projects being presently operated and planned on Ganges River.

·         Declare Uttrakhand and Ganges basin (part of Uttrakhand) as eco fertile area.

“समग्र चिंतन बैठक”

भारत एक तरफ तो भ्रष्टाचार से झुझ रहा है वही दूसरी तरफ पर्यावरण प्रदूषण
एक विकट समस्या का रूप लेते जा रहा है। भ्रष्टाचार की जटिलता के साथ साथ
हमे अपने पर्यावरण को भी स्वच्छ करना होगा। जिस तरह जलवायु परिवर्तन हावी
हो रहा है हमे इस आपदा से बचने के लिए अपनी नदियो, जंगलों, और पहाड़ों को
बचाना ही होगा। समिति पिछले ६ वर्षों से लगातार गंगा जी को स्वच्छ रहने
के लिए प्रयासरत है और अनेक प्रयाशों मे सफलता भी प्राप्त हुई है। हाल ही
मे हुए लखनऊ कान्वेंसियन मे उठी मांगो मे से “नदी घाटी क्लाइमेट चंगे
पॉलिसी” सरकार के विचारधीन है। परन्तु अभी और प्रयाश की अवश्क्ता है अतएव
भारतीयम विज्ञान समिति ने गंगा के नाम पर वर्षो से हो रहे भ्रष्टाचार व
पर्यावरण को सुरक्षित रखने के लिए “समग्र चिंतन” बैठक बुलाने का विचार कर
रही है। सेवाग्राम मे मौजूद सभी भाइयो का यह मत था कि गंगा को बचाने के
लिए अब गांधी को ही आना पड़ेगा।
समिति उन सभी गांधी विचारको से आग्रह करती है कि गंगा को साफ करने के लिए
एक जुट प्रयाश शुरू करे।

कहीं दर्द फिर उठा है , कहीं होश फिर उड़ा है ;

हे धर्म के मसीहा, कैसी ये हवा है ?

हे धर्म के मसीहा , कैसी ये व्यथा है ;

न तू समझ रहा है , न वे समझ रहे हैं ;

Aviral-Nirmal Ganga Conference

कही लुप्त न हो जाए अविरल-निर्मल गंगा...........

गंगा एक ऐसा शब्द जिसके स्मरण मात्र से ही पवित्रता का बोध होता है। हिमालय की गोद से होती हुई उत्तर के मैदानो को समृद्ध और प्रेम देते हुए गंगा सागर मे समाहित होकर भी अपना प्रेम वर्षा की बुंदों के रूप मे देती रहती है। वो मां है जो सभी कष्ट उठाते हुए भी अपने बच्चो का भरण-पोषण करती है। जैसे माँ अपने आंचल मे मल त्याग देने के बाद भी अपने बच्चे को अपने मे समेटे हुए उसपर प्रेम की वर्षा करती रही है दूर नहीं करती उसी तरह गंगा माँ भी हम सबको पाल रही है। परंतु हम क्या अपने दायित्वों का निर्वहन पूरी ईमानदारी से कर रहे हैं। यह एक मौलिक प्रश्न है जो हम सबके जहम मे उठनी चाहिए। मेरे गंगा यात्रा के दोरान जब मैं ऋषिकेश के एक चिंतक स्वामी चिदानन्द मुनि के परमार्थ निकेतन मे भारत के कुछ महान वेज्ञानिकों के साथ रुका तो एहसास हुआ की शायद मेरी माँ अब सुरक्षित हाथो मे है। मगर भारतीय वैज्ञानिक प्रयोगशालाओ की शोध की स्थिति देख मन मे अब भी एक शंसय था। हम अविरल-निर्मल गंगा संगोष्ठी मे बैठे थे कि अचानक मेरी नजर एक खादी मे लिपटे हुए एक छोटे क़द के व्यक्ति कि तरफ गयी वो और कोई नहीं वर्तमान समय का भागीरथ प्रोफ़ेसोर जी. डी. अग्रवाल थे जो माँ के लिए अपनी पूरी जिंदगी लगा दी। संगोष्ठी के दौरान कुछ वैज्ञानिकों के द्वारा जो तथ्य प्रस्तुत किए गए उससे ये लगा कि गंगा को साफ करने कि मुहिम जो भारतीय वैज्ञानिकों ने ली है वह पूरा हो सकता है। परंतु कुछ एक प्रोजेक्ट जो विगत दो वर्षो से पास है का पायलट प्रोजेक्ट अभी भी नहीं शुरू हो पाया। पुनः मन मे शंसय पैदा कर रही थी। वही वनारस प्रवास के दौरान दशस्वामेध घाट पर नीचे दो बड़े नालो से माँ के आंचल मैं बह रहा पानी मन को कष्ट पहुंचा रहा था, जबकि वही वनारस हिन्दू विश्वविद्यालय मे वैज्ञानिकों और पूज्य संतों का जमावड़ा माँ गंगा को कैसे अविरल-निर्मल बनाया जाय इस पर विचार करने मे लगा था। प्रश्न यह नहीं कि धन कहा से लाये प्रश्न यह है कि मन मे भाव कहा से लाये। गंगा को साफ करने के लिए संगोष्टीओ कि नहीं परंतु मन को बदलने की आवश्यकता है। त्याग की आवश्यकता है। जीवन उस माँ को समर्पित करने की आवश्यकता है जो अपना पूरा आप पर कुर्बान कर देती है। इस पर एक कविता याद आती है –

“हाय अबला तेरी यही कहानी आंचल मे है दूध और आंखो मे पानी।“

कभी पाप नाशनी गंगा आज खुद इतनी प्रदूषित हो गयी है कि उसको साफ करने के लिए करोड़ो रुपए लगा कर साफ करना पद रहा है। काही धर्म के नाम पर तो काही मोक्ष के नाम पर। धार्मिक अनुस्ठानो मे प्रयोग होने वाले सामग्री से जल प्रदूषण इतना बढ़ गया है कि गंगा मे पाये जाने वाली एक दुर्लभ प्रकार कि डाल्फिन मछली खत्म सी हो गयी। गंगा के जैवविविधिता पर भरी संकट इस प्रदूषण कि वजह से उत्पन्न हुआ है। जहाँ कानपुर मे सरकार चमड़े के उढ़्योगों पर रोक लगाने की बात हो रही है वही चमड़े व्यापारी को पुरस्कृत करना कहा तक जायज है यह चिंतनीय विषय है। सरकार की दोहरी नीतिया हमेशा से विश्वनीयता पर प्रशन पैदा करती है। ऋषिकेश मे मन मे आए एक वाक्य को हमे याद रखना होगा- गंगा बचाओ, सभ्यता बचाओ।
